The Michigan Supreme Court will limit the use of restraints on juveniles when they appear in court.
Handcuffs and other restraints will only be allowed if a judge determines they are necessary.
They would be used to keep the juvenile from causing harm or running from the courtroom.
On justice who supports the decision says 31 other state have rules for the use of restraints.
Two dissenting justices, both former trial judges, argue that the restrictions could interfere with a judge’s ability to manage their courtroom.
