Elmira Man Sentenced to 10-20 Years for Numerous Sexual Assaults

A 44-year-old Elmira man was sentenced to 10 to 20 years in prison Friday for criminal sexual conduct in the first degree.

Brian Thomas Webb was convicted by a jury on Dec. 15, 2022, after he admitted sexually assaulting and attempting to sexually assault numerous women and children over a course of approximately 25 years.

During sentencing, Judge Roy C. Hayes said that the sentencing guidelines from 1996 which called for a minimum sentence of two to eight years in prison did not take into account the continuing pattern of felonious criminal behavior engaged in by Webb.

The case that led to Webb’s conviction occurred 26 years ago when he was 17 years old and assaulted a woman while she was asleep.

The survivor testified at trial and addressed the court at sentencing, describing how the attack had affected her life. She said that as she left the court after sentencing that she hoped the sentence would give her closure.
