Many of their defense attorneys say video evidence would make it hard to defend their clients in a trial.
However, the cases have been on hold while the Justice Department considers plea options.
Attorneys say it is unclear who will get plea deals, but so far those plea deals look to be aimed at those with misdemeanors.
