A new study shows states that opened up eligibility more slowly and targeted specific groups were better able to manage their vaccine rollout.
States that expanded eligibility too quickly were unable to deal with the high demand. That led to problems and frustration for those trying to get vaccinated.
The study may be an important lesson as more states open up eligibility to all adults.
