Ludington Man Charged with Sex Crimes

A Ludington man has been arrested and accused of sex crimes against a child under the age of 13.

Ray Kelly is charged with two counts of first degree and two counts of second degree criminal sexual conduct.

Police say their investigation started after the victim’s mother came forward, and court documents say the crimes happened over several months at two different locations.

Police say the crimes happened between April and July of this year.

“Anytime anybody has the ability to, or takes advantage of, whatever contact they have with children and assaults them sexually there’s no call for it, there’s no reason for it, there’s no justification for it,” said Ludington Police Chief Mark Barnett.

Police aren’t saying much about the relationship between Kelly and the victim.

We do know the victim is not Kelly’s child.

“It’s never the victims fault, and that’s sometimes something victims of all ages don’t understand,” said Sandy Coleman, who oversees development and public relations at COVE in Ludington.

Communities Overcoming Violent Encounters is one of the local organizations that offers support to the families caught up in these situations.

“A lot of times families just don’t understand the whole process either, they can’t comprehend it’s happened in my family, it’s happened in my community,” said Coleman.

Helping people of all ages, especially the youngest victims.

“If it’s someone in another area, they normally felt comfortable, and that goes back to them thinking they’ve done something to be the reason, that’s why we want to educate the public to be supportive emotionally to victims when these things happen,” said Coleman.

Kelly is due back in court in April.
