The Soo Locks in Sault Ste. Marie had one of the worst shipping seasons in recent history. The area engineer says shipping traffic is down around 33-percent, compared to the five-year average. He also says this is the slowest it's been since 1938. Many expected a slow start as a result of the bad economy, but it did not pick up like many had hoped.
