Governor Snyder Signs Kelsey's Law

Governor Snyder put pen to paper today and signed "Kelsey's Law".

The law makes it illegal for new drivers to use a cell phone while behind the wheel.

It's named after Kelsey Raffaele, who died in a car accident in Sault Ste. Marie in 2010.

The accident happened after Kelsey lost control of her car on a slippery road, and crashed into an oncoming SUV.

Kelsey's family later learned she had been talking on her cell phone, and have since been on a mission, working with lawmakers to keep teens safer while driving.

Both Kelsey's family and lawmakers say that the passing of this law will not only make our roads safer, but save lives.

Kelsey's Law will go into effect in late March.

9 & 10's Meredith Barack and photojournalist Joel Deaner were in Lansing and spoke with Kelsey's mother, Bonnie, about what today means to her.

    Knysz was on life support after the suicide attempt that took place Monday afternoon.
