Governor Rick Snyder signed a new emergency manager into law.
The law would give communities the choice to an emergency manager to fix their finances.
This law is among 19 signed by the governor, he still has a dozen piled on his desk.
If a review team finds that a financial emergency exists, local governments and school districts have 4 choices, including an emergency manager, bankruptcy or a reform plan with the state.
