Governor Rick Snyder is expected to sign a $48 billion spending plan into law for the upcoming fiscal year.
It includes a small cut in individual income taxes, twice the funding for film credits, a small increase in education funding and a down payment on school employees' health care costs in retirement.
Both the State House and Senate passed the budget bills several weeks ago, and the Governor still has the right to veto parts of the bills.
For the past 2 years the budget battle has been relatively minor, compared to the rancor during the last few years of Governor Granholm's administration.
The state shut down briefly in 2007 and 2009 when a budget couldn't be passed in time.
