Governor Snyder plans to sign Michigan's $48 billion budget plan today.
The budget affects the fiscal year beginning in October.
The package includes a small cut in individual income taxes, increased funding for film credits, a slight increase in educational funding, and a down payment on school employees' health care costs in retirement.
The House and Senate passed the budget bills 3 weeks ago.
Democrats have criticized the plan for not spending more on education.
