When it comes to Federal Student Loans, both congressional parties want the same thing, but cannot seem to agree on how to get there.

Right now, the Senate is debating a Democratic bill that would freeze the rates for millions of students.

Both sides agree, they want to keep the rates at their current level. If they don't act, interest rates will double in July.

What they cannot agree on is how to come up with the $6 billion to pay for it.

Democrats want to raise payroll taxes on high-earning owners of some privately owned corporations.

Republicans want to divert money from President Obama's health care overhaul.
