The president says the United States has begun talking with allies about new punishments against Tehran for defying efforts to halt its nuclear weapons pursuits. Iran has indicated it won't ship its low-enriched uranium to Russia for processing.

KABUL (AP) — Afghan President Hamid Karzai has been sworn in to a second, 5-year term of office. He says his country's security forces should take the lead in tackling the insurgency there, and that the forces should be able to take control of security in the next five years. PESHAWAR, Pakistan (AP) — Sixteen victims are reported dead after a suicide bomber set off his explosives outside a courthouse in northwestern Pakistan. The bombing blamed on Islamist militants is the sixth in less than two weeks in the Peshawar area. The attacks have killed more than 80 people. CAPE CANAVERAL, Fla. (AP) — Astronauts from the space shuttle Atlantis are going to step out on the first spacewalk of their mission. Michael Foreman and Robert Satcher Jr. will float outside this morning to hook up a spare antenna and cables on the International Space Station. They also will tackle some other chores.
