The bill squeaked by with 220 votes to 215 opposed. Only one Republican, Rep. Joseph Cao (gow) in New Orleans, voted for it. It still faces the Senate before it can get to the president's desk.

FORT HOOD, Texas (AP) — Churches in and around Fort Hood, Texas, will honor the victims of Thursday's rampage that left 13 dead. The man accused in the shooting remains in intensive care and officials aren't saying whether he's talking to investigators.

ABU DHABI, United Arab Emirates (AP) — Homeland Security Secretary Janet Napolitano says she's working with groups in the U.S. to head off any possible backlash against Muslims after the Fort Hood shootings. While visiting the United Arab Emirates, Napolitano said the U.S. objects to — and doesn't believe — "that anti-Muslim sentiment should emanate from this." The man accused in the shooting, Army Maj. Nidal Malik Hasan, is a Muslim.

PHILADELPHIA (AP) — Pennsylvania's governor says he has "never been more disappointed by a negotiation" than he was by yesterday's breakdown in talks meant to end Philadelphia's transit strike. Gov. Ed Rendell has walked away from the negotiations after they stalemated over pensions and the potential impact of the health care overhaul. The strike has dragged on since Tuesday.
