Just as millions head to tanning beds to prepare for spring break, the Food and Drug Administration will be debating how to toughen warnings that those sunlamps pose a cancer risk. The 'Pure Michigan' advertising campaign could miss out on some summer advertising unless the state finds a new way to fund the campaign. Last year's budget was $30 million. This year, the state budgeted less than $6 million for the campaign.
